• clearly define the project objective
• divide and subdivide the project scope into major pieces or work packages
• define specific activities that need to be performed for each work package in order to accomplish the project objective
• portray the activities on a network diagram
• make a time estimate for completing each activity
• make a cost estimate for completing each activity
• make a baseline plan of what can be accomplished within a project schedule and budget

measure progress, compare it to planned progress, and take corrective action if necessary 

performance of the project is completed and the result is accepted by the customer
